Regarding stories or hypotheses that the President has ‘checked out’: I suppose it is possible.  I think it is more likely as a strategy, ‘See how much you need me when I am inactive?’  I think this would be most ineffective.  I believe that the President somehow still thinks it possible that the country will rise up and demand his installation as president for a third term.
